A 44-year-old Brea man is facing criminal charges for allegedly concealing a camera in his bathroom and videotaping caregivers for his disabled adult daughter without their knowledge.

David Russell Lowe is accused of secretly videotaping 10 partially undressed women, as well as possession of child pornography. according to Brea police Lt. Darrin Devereux.

Lowe allegedly told the caregivers that his daughter needed instruction on putting on her bra, so the women would take off their bras to show the daughter what to do, Devereux said.

When police searched his computer, they allegedly found child pornography, he said.

Lowe was scheduled to make his initial court appearance Wednesday on a felony count of possession of child porn, 10 misdemeanor counts of using a concealed camera to secretly videotape another in partial dress and one misdemeanor count of secretly recording someone without their consent.

An arrest warrant was filed Friday, and Lowe was arrested Tuesday by Brea police and was being held without bail, according to Orange County Jail records. Lowe listed his occupation as a videographer.

One of the alleged victims discovered the hidden recording device on July 30 of last year, according to court records, which indicate the secret recordings date back to October 2011.

The woman saw what appeared to be an alarm clock, but it had a blinking light on it so she brought it to police, who determined it was a video camera, according to Deputy District Attorney Rebecca Reed.
