Gov. Gavin Newsom Monday ordered that flags be flown at half-staff over the State Capitol in honor of Senior Airman Jason Khai Phan of Anaheim, who was killed in Kuwait.
Phan, 26, died Saturday in a single-vehicle, non-combat-related accident while conducting a routine patrol outside the perimeter of Ali Al Salem Air Base. The cause of the accident is under investigation.
Phan was assigned to the 66th Security Forces Squadron out of Hanscom Air Force Base in Massachusetts andwas supporting Operation Inherent Resolve.
