A 73-year-old man with multiple prior convictions for indecent exposure has been arrested in two separate indecent exposure incidents at a shopping center parking lot in Fullerton, authorities said Saturday.

The suspect was identified as Anaheim resident Marshall Leonard, who had been previously required to register as a sex offender for several decades, according to spokeswoman Kristy Wells of the Fullerton Police Department.

Leonard was removed from the sex offender registry in 2024, Wells said.

In 2025, officers responded to the 1800 block of West Malvern Avenue regarding reports of a male engaging in lewd behavior inside his vehicle in a busy public area while his window was lowered.

“Based on witness statements and the investigation, the male was determined to be in violation of indecent exposure,” Wells said.

Officers were dispatched again, in mid-January, to the same block regarding a male seated inside a vehicle with his pants down, she said.

“The reporting party stated the male offered money for her to watch him perform sexual acts before exposing himself,” Wells said. “Based on the investigation, the male was again determined to be in violation of indecent exposure.”

Detectives determined that Leonard was responsible for both incidents, and he was taken into custody Thursday on an arrest warrant related to the two cases, authorities said. Detectives also served search warrants at his home and vehicle.

Leonard was previously classified as a Tier 1 sex offender registrant. The California Department of Justice determines registrant tier levels. Based on his classification and changes to state law, he was eligible to petition for removal from the registry after 10 years, according to police. However, due to subsequent periods of incarceration, he was not eligible to petition the courts for an additional 10.5 years.

In 2023, Leonard petitioned the court for removal from the registry, and his registration requirement was terminated in October 2024.
