City Councilwoman Monica Rodriguez is seeking to expand a pilot program that addresses an increase in RVs parked in her district to make it citywide, according to a motion filed Friday.

The Council District 7 RV Pilot Program offers people living in RVs voluntary transition into interim or permanent housing, and incentives to trade in their vehicles for disposal.

Between 2019 and 2022, Los Angeles saw a 41% increase in the number of RVs on the street, according to Rodriguez’s office. Rodriguez’s motion claims that “RVs used for dwelling are often in poor condition, creating hazards for those living with them, and the surrounding community.”

Rodriguez held a news briefing Friday to tout the program’s progress and announce that she was dedicating $350,000 in discretionary funding to expand the pilot for her entire district. Between Feb. 1 and Sept. 15 of this year, 20 RVs had been removed from streets in her district. The program has housed 25 people, with 12 more awaiting placement, according to her office.

“With many residents experiencing the impact of RV encampments, this model incentivizes housing placement and permanently removes, not relocates the issues to other communities,” Rodriguez said.

Rodriguez’s motion calls for reports on a scale-up plan prioritizing the rollout in RV hotspots and the funding sources necessary for citywide implementation of the program.
