A 3.6-mile stretch of Topanga Canyon Boulevard running from Pacific Coast Highway to Grand View Drive, in the Topanga community, is reopened Monday.
That stretch of state Route 27 was closed early Saturday to allow crews to install an 84-inch reinforced concrete pipe underneath the north-south artery designed to increase capacity to carry water and mud during rain storms and reduce the amount of debris flow onto the roadway.
The transportation agency has plans to install more sections of concrete pipe under the mountainous roadway, and states that the boulevard remains an active work zone that will be closed to the public from midnight to 5 a.m. daily. During such times, crews will utilize one-way traffic control with a pilot car.
