Los Angeles Mayor Eric Garcetti Friday appointment a new chief procurement officer to oversee the city’s contracting processes.

Shannon Hoppes will replace Michael Owh, who has been in the post since February 2018.

“My administration is focused on improving city services and spurring economic prosperity, and the chief procurement officer is an important leader in meeting these essential goals,” Garcetti said. “Shannon’s proven track record of driving operational excellence, increasing transparency and embracing innovative solutions make her the ideal chief procurement officer.”

Hoppes will oversee the city’s process of building a “more efficient” contracting system and ensure there’s a “level playing field” for all businesses, big or small, the mayor said. Additionally, she will work to identify cost savings for the city, increase contracting transparency and reduce contracting time.

Hoppes will begin her new position Tuesday.

“Under Mayor Garcetti’s leadership, Los Angeles has reached new heights, and strategic updates to our procurement processes can carry the city even higher,” Hoppes said “… I look forward to building on the mayor’s successes harnessing innovation and expanding opportunities for all Angelenos.”

Hoppes most recently served as executive officer in the Office of the City Clerk and began her city career with the Recreation and Parks Department. She also worked at Los Angeles World Airports and the Department of Neighborhood Empowerment.

She also served on the Operations Innovation Team charged with improving procurement and other business practices in the city.

“The mayor’s decision to make the city’s procurement process more transparent and accessible to the small business community has made a difference, and the appointment of Shannon Hoppes is the latest milestone in this work,” said Michael Kelly, the executive director of the Los Angeles Coalition for the Economy and Jobs.
