The city of Hawthorne Thursday was moving forward with plans to develop 93 affordable housing units on city-owned property, with construction expected to begin in late 2027.
The city is partnering with nonprofit developer Abode Communities on the Cordary Avenue Apartments project at 14115 Cordary Ave., which will include one- and two-bedroom units for families, seniors and individuals earning between 30% and 70% of the area median income, according to city officials.
The development will be the city’s first 100% affordable housing project of its size in decades, officials said.
Hawthorne is contributing city-owned land and $7 million toward the project. The development is also receiving $10 million from the Los Angeles County Development Authority and a $6 million loan from the South Bay Regional Housing Trust.
The loan is the first affordable housing investment approved by the recently formed regional housing trust, according to the city.
“Hawthorne is taking a leadership role in addressing the regional housing crisis,” City Manager Vontray Norris said in a statement. “By contributing City-owned land and committing $7 million toward development, we are making a direct investment in our residents.”
The project is in the pre-development and financing phase and will undergo planning and environmental reviews, including evaluations of traffic, circulation and parking, officials said.
Plans call for 54 on-site vehicle parking spaces, with additional parking capacity at nearby Jim Thorpe Park.
Construction is anticipated to begin Nov. 1, 2027, with completion expected around Sept. 1, 2029.
The development will be required to comply with federal and state fair housing laws. City officials said they are exploring legally permissible options that could provide a preference for current Hawthorne residents.
Application requirements and waitlist information will be announced closer to the leasing phase, according to the city.
