A registered sex offender has been arrested for using a secret cellphone to take pictures or videos up a woman or girl’s skirt at a La Habra arts and crafts store.

Roland Moreno, 53, of Buena Park, was out on bail Thursday, according to La Habra police Sgt. Jose Quirarte. Moreno posted bail and was released Monday after Sunday’s arrest, according to jail records.

Police alleged they found up to 200 “up skirt” videos on Moreno’s cellphone, Quirarte said.

Authorities did not disclose the criminal background of Moreno, nor why he was required to register as a sex offender.

Police were called to the Michaels store at 1500 W. Imperial Highway at 3:22 p.m. Sunday, Quirarte said.

Authorities said only that the victim was a female, and did not disclose her age or any other details.
