Alleged Flasher Faces Charges in Orange

A 26-year-old man suspected of exposing himself to young girls in Orange was charged Thursday a felony and two misdemeanors.

Hugo Cesar Gonzalez-Barbosa pleaded not guilty to a felony count of offering marijuana to a minor and one misdemeanor count each of child annoyance and indecent exposure, according to court records.

Gonzalez-Barbosa, while in his car, allegedly approached a girl younger than 14 near a local middle school in Orange Monday afternoon, according to Sgt. Phil McMullin of the Orange Police Department. He appeared to be touching himself and offered the girl marijuana, McMullin said.

On Tuesday, the defendant was driving around downtown Orange about 3:30 p.m. when he summoned two young girls younger than 14 under the “ruse” of needing directions, McMullin said. When the girls got close enough they could see that he was touching himself, he said.

The girls left and called police, and the defendant was arrested a short time later in the area, McMullin said.

Anyone who suspects they may have been victimized was asked to call police at (714) 744-7579.
