Television footage showed a red car off to one side of the freeway and CBS 2 reported one person had been taken to a hospital after the shooting.
The shooting closed both the north and southbound of the Dan Diego (405) Freeway, causing a major traffic backup for the morning commute in both directions.
Officials re-opened the northbound lanes at approximately 5 a.m. but the southbound lanes remain closed and an investigation is underway.
