Police Friday are seeking the public’s help with their investigation of a crash in Westminster that killed an 18-year-old woman and left three injured.

Officers from the Westminster Police Department responded at 9:48 p.m. Tuesday to Westminster Boulevard and Rancho Road where they learned a vehicle had collided with a series of concrete barricades surrounding a construction zone. The vehicle came to rest on top of the barricades, teetering over an open construction trench, said Cmndr. Kevin MacCormick.

Firefighters and paramedics from the Orange County Fire Authority responded and freed all four people from the damaged vehicle. The front passenger, Jayda Jean Feene of Huntington Beach, was pronounced dead at the scene, MacCormick said.

The driver, 18-year-old Jayson Raymond Otto of La Palma, and the two remaining passengers, a 16-year-old girl and a 17-year-old girl, both of Huntington Beach, were taken to trauma centers and are in serous condition.

Police say it is unknown if alcohol or drugs played a role in the cause of the collision.

The department’s Traffic Division is investigating the cause of the collision. Anyone who may have witnessed the accident is asked to call Sgt.
