A convicted sex offender who was among more than two dozen sex and arson registrants targeted during a sweep in Riverside was arrested after police uncovered items indicative of potential illegal activity, authorities said Friday.
Brian Keith Mosby, 63, was booked into the Robert Presley Detention Center Thursday on suspicion of parole violations. Mosby is being held without bail.
Mosby was one of 25 parolees and probationers contacted by personnel from the Riverside Police Department’s Problem-Oriented Policing Team and the Sexual Assault-Child Abuse Unit, as they conducted citywide compliance checks to ensure offenders were abiding by the terms of their release or sentences.
Officers located Mosby in the 700 block of South University Drive, near UC Riverside, and discovered him in possession of “a backpack containing a ski mask, leather rope, sex-enhancing pills and condoms,” police spokesman Officer Ryan Railsback said.
“Possession of these items violated his parole terms and conditions,” Railsback said, adding that Mosby was immediately taken into custody.
Mosby has prior convictions for forcible lewd acts on a child under 14 years old, according to the police spokesman.
Sex registrants are required under California Penal Code Section 290 to notify authorities in local jurisdictions when and exactly where they have established residency. The law also prohibits an offender from having contact with minors, other than relatives, as well as imposing other restrictions.
Similarly, Penal Code Section 457 requires individuals who have been convicted of arson to register with law enforcement and abide by the terms of their release.
“These proactive operations help confirm the information offenders provide and ensure they’re following the rules designed to protect our community,” Officer James Payne, who heads the department’s Compliance Unit, said. “When we find violations, we act.”
