The city of Los Angeles is again asking a judge for more time to respond in court to the first of two lawsuits filed by former Los Angeles Fire Department Chief Kristin Crowley, who was ousted by Mayor Karen Bass in the aftermath of the deadly 2025 Palisades Fire and has sued the city over her termination.
In her Los Angeles Superior Court lawsuit filed Feb. 20, Crowley alleges retaliation in violation of the Labor Code and retaliation in violation of the state Constitution. The suit seeks unspecified damages.
In court papers filed Friday with Judge Kristin S. Escalante, the City Attorney’s Office notes that its response to Crowley’s suit was due Monday. However, Ian Van Dusen, an attorney for the San Francisco law firm Coblentz Patch Duffy & Bass co-representing the city along with the City Attorney’s office, says in a sworn declaration filed Friday with Escalante that both sides are discussing a potential resolution of some of the disagreement areas.
“The parties have not yet exhausted their meet-and-confer effort, and there remains a possibility that the parties could reach a resolution of one or more issues concerning the complaint,” according to Van Dusen, who says both sides are agreeable to delaying the city’s response deadline to July 29.
The firm’s partner Jonathan R. Bass is not related to the mayor.
The two sides had also agreed to an earlier extension of time in May so that the city could hire a private law firm to be part of the defense.
Crowley was removed as LAFD chief by Bass on Feb. 21, 2025, although Crowley is still with the LAFD as an assistant chief in the Valley Bureau.
Bass accused Crowley of leadership failures during the January 2025 windstorm that led to the deadly Palisades Fire, and also accused of refusing to prepare an after-action report on the firefight. The mayor also accused Crowley of failing to deploy 1,000 firefighters who “could have been on duty” the morning the fire erupted. Bass also contended in interviews that Crowley failed to inform her of the fire danger presented by forecasted Santa Ana winds — despite those warnings being widely publicized by the National Weather Service and in media reports for days in advance.
Crowley’s lawsuit, however, lays blame for the fire at the feet of the mayor and city leaders, saying the city historically failed to properly fund the LAFD, leaving the agency under-manned and backlogged in the maintenance of vehicles and other equipment.
“Crowley brings this case based on the actions of Mayor Karen Bass, who orchestrated a campaign of retaliation to conceal the extent to which Bass undermined public safety and transparency,” according to Crowley’s lawsuit.
The suit contends Crowley submitted “numerous detailed reports” annually to city leaders, including Bass complaining of aging infrastructure, shrinking staff and rising emergency calls that demanded attention.
“Despite these warnings, and despite Crowley’s request for an increased budget to address these issues, Mayor Bass and her administration cut the LAFD’s operating budget for fiscal year 2024-2025 by $17.6 million and eliminated positions critical to maintaining fire engines, trucks, and ambulances,” according to the suit.
The lawsuit also slams Bass’ decision to leave the country in the days prior to the severe Santa Ana wind event for a diplomatic trip to Ghana — a trip she took without notifying Crowley.
In response to the suit, Bass’ senior adviser Yusef Robb previously issued a statement saying, “There is nothing new here. Ms. Crowley was removed from her post for her failure to deploy in advance and her decision to send 1,000 firefighters home instead of keeping them on duty on the morning the fires broke out. This lawsuit has no merit.”
Crowley filed a second lawsuit against Bass earlier this month, this time for defamation. Crowley in 2025 appealed her removal as chief to the City Council, but the council stood behind Bass, rejecting the appeal in a 13-2 vote.
The Palisades Fire burned more than 23,000 acres, killed 12 people and destroyed thousands of structures.

Well, The manager said that he demanded to see why he was terminated and they supposedly showed him an email from me complaining that he was charging people to come up and use the shower. He is not a victim like he is insinuating. I can tell. He is intimately connected to them somehow. Person A is Kevin. Person B is LaSheika or something female and african-american. Person C is Glenn. I overheard Kevin Litton (Hart Manager [1 month]) answer a phone call from Person B. She said that she was Glenn’s landlord or neighbor to help Kevin remember her through her connection with Glenn. She wanted to ask his advice about how to handle purchasing merchandise from various businesses (as if he has much experience in this process).
Loudly, he explained that when you go, for example, to Home Depot and buy needed items and the expected cost is $2,000, you should be sure to buy $4,000 instead of $2,000 worth, so that on Sunday morning, between 10am and 1pm, they could return the extra $2,000 for cash (presumably when there was someone there on staff to facilitate it smoothly). They all think they can just lie and pretend to be decent, when all they do is exploit. He knows I just exposed their grift to everyone (over 50 law firms). I also sent an email today to Leibel Popock (HACLA Executive) that simply said “we know how you steal from the government now.” They are trying to act like it is some minor issue about selling bathroom space instead of the millions of dollars they have stolen in the past month since Measure A passed! We are now seriously at risk.
Make no mistake, a month and a half ago, these people had no funds at all. Now, they wear embroidered employee uniforms!!! Show this to the judge so that he can demand current receipts, if you can. Disingenuously now, the manager is clearly, unequivocally convinced that it is me getting HIM fired! I think he is an old employee and possibly related to interested parties related to these agencies (HACLA, Janitorial services [using recently released prisoners], Chrysalis, SRHT, ect.). Just Thought you should know in case I wind up deported.

Listen, I need to tell you something…you have better contacts than me (even if it is out of the area – probably better). What if I said I could clue everyone in on exactly how the sausage is made (some of it); a lot of it. How long has it been since Measure A funds have been released to the non-profiteers? What I’m going to say is time sensitive (6-5-2025), although it has gone on for decades and will continue unless we stop them.

I overheard Person A on the phone this morning with Person B (who claimed to be the neighbor or landlord {most likely} of Person C. I know the names of Persons A & C; not B (although it is one of those African {female} names). They spoke loudly and freely.
Person B wanted to put in a $2,000 work order for stuff from Home Depot. Person A explained that for every work order that needs to be purchased, the purchaser should double the amounts of total expenses and buy certain things that can be returned later (on Sunday mornings {for some reason}) to liquidate assets while appearing to be buying a ton of supplies and whatnot.
This is how they can start getting all these uniforms and all these professional looking accoutrements while continuing to maximum grift off the government!!!
