An initiative to require adult applicants for public assistance benefits to have a California driver’s license or identification card has failed to qualify for the November ballot, Secretary of State Alex Padilla announced.
What backers dubbed “Welfare to Work” would have also required child applicants to have a birth certificate and Social Security card and for certain beneficiaries to seek employment for the entire period they were seeking public benefits.
Backers needed to obtain valid signatures from 365,880 registered voters, 5 percent of the total votes cast for governor in the 2014 general election, to qualify the measure for the ballot. The amount of valid signatures the initiative received was not announced Friday.
