A Laguna Beach policeman was arrested, along with his sister and her boyfriend, on suspicion of bilking elderly victims out of hundreds of thousands of dollars, Fullerton police said Friday.

Laguna Beach police Officer Rock Wagner, 58, of Lake Forest, and Wendy Wagner, 55, and her live-in boyfriend, Norman McBride, 58, both of Huntington Beach, were arrested Tuesday and booked at the Fullerton jail on suspicion of elder abuse and fraud, according to Fullerton police Sgt. Jon Radus.

All three posted bail and were released, and no charges had been filed as of Friday morning.

The District Attorney’s Office and the Orange County Adult Protective Services department alerted Fullerton police to the allegations, Radus said.

Police were tight-lipped about details, citing the ongoing investigation, but Radus said there is more than one alleged victim and they are related to the suspects, who are not accused of any physical abuse. The allegations relate to theft of at least several hundred thousands of dollars, he said.

Wagner, who has worked for Laguna Beach as a patrol officer for nine years, has been placed on paid administrative leave, said Laguna Beach police Chief Laura Farinella.

“We’re extremely disappointed,” she said. “No police officer is above the law. We are held to the highest standards. However, we will let the criminal case take its course.”

Laguna Beach police will also conduct a “parallel internal affairs investigation,” Farinella said.
