A Long Beach man has been arrested on suspicion of indecent exposure incidents involving a girl and two women, and authorities Wednesday urged other possible victims to contact detectives.
Silas Topzand, 25, a music instructor, was arrested on June 6 in San Pedro, according to the Long Beach Police Department.
Topzand was booked on suspicion of lewd/lascivious acts with a child, indecent exposure and on an arrest warrant, and bail was set at $150,000, police said. He was released on bond on June 11, according to the Los Angeles County Sheriff’s Department.
LBPD detectives allege that Topzand was “responsible for multiple indecent exposure incidents and believe there may be additional victims.”
“In October 2023, a female minor victim reported indecent exposure incidents that occurred in February and March 2022,” an LBPD statement said. “Through their investigation, Child and Elder Abuse detectives identified Silas Topzand … as the suspect responsible for the incidents against the minor.”
According to police, detectives had previously identified Topzand as a suspect in the following incidents, for which there was an active arrest warrant:
— At Cherry Avenue and Second Street in September 2021, indecent exposure against a woman.
— At Lakewood Boulevard and Pacific Coast Highway in January 2022, indecent exposure against a woman.
The case was submitted to the City Prosecutor’s Office for filing consideration, police said.
Detectives believe there may be unreported incidents, and urged any possible victims to contact the Child and Elder Abuse Detail at 562-570-7321. Anonymous tips may be submitted through Crime Stoppers by calling 800-222-TIPS, or via the website www.lacrimestoppers.org.
