The residents showed police the envelope about 2:45 p.m., according to Cindy Knapp of the La Habra Police Department.
The two had picked up their mail from a post office box and returned home, Knapp said. When they got home they opened the envelope and the powder spilled out, she added.
The residents called the post office and were directed to go to the police, she said.
The police department was contained as a precaution and the Los Angeles County Fire Department’s hazardous materials team investigated the substance along with Orange County Sheriff’s Department bomb squad deputies.
Bomb squad deputies determined about 5 p.m. it was baby powder and the containment area was cleared, Knapp said.
