The City Council moved forward Friday with a plan to bring an enormous water wheel to the Los Angeles River near downtown.

The Bending the River Back into the City project has been in the works since 2012, and the council initially approved it in 2014.

The latest vote –10-0 — authorized a memorandum of agreement between the city and Metabolic Studio of the Annenberg Foundation, which is designing and paying for the $10 million project.

Construction is set to begin in 2018 on the project, which will feature a replica of a giant water wheel that was located in the same spot on the river in the 19th century between the North Broadway and Spring Street bridges.

Aside from the artistic value of the wheel, it will also be functional and divert some of the water to a nearby treatment facility.
