The State Bar of California announced Wednesday it has shut down the law practice of a Garden Grove man who was disbarred three years ago but continued to work on immigration cases in Orange County.
Toan Quy Thai, who was never licensed to practice law in California, was disbarred by the District of Columbia and the federal Board of Immigration Appeals in 2017 but continued to represent immigrants locally, primarily in the Vietnamese community, State Bar officials said.
The Orange County Superior Court took over his law practice on Aug. 21 when the State Bar asked for an injunction. That cleared the way for State Bar officials to seize about 400 client files from his law practice and free business-related bank accounts, shut off his telephone numbers and websites and redirect all queries to the State Bar.
A hearing is scheduled for Sept. 18 to consider making the injunction permanent.
