A 37-year-old man who allegedly posed as a Los Angeles Department of Water and Power employee and offered job opportunities at the agency in exchange for thousands of dollars in what he called application processing fees, was arrested Thursday and booked on suspicion of grand theft and identity theft, authorities said.

Suspect James Raymond Zulaica identified himself to victims as a DWP employee named Jimmy Rojas, said Sgt. Gregg Peterson of the Covina Police Department, which investigated the case.

Zulaica was arrested this morning during the service of a search warrant at his home in La Puente, Peterson said.

“He offered approximately 30 victims unauthorized employment opportunities at the LADWP and for a fee he would process the applications,” the sergeant said. “The fees he charged each individual victim ranged from $1,300 to $15,000. The total losses of all victims are estimated to be approximately $100,000.”

Zulaica’s bail was set at $45,000, Peterson said.

Detectives believe there may be more victims and asked anyone with information or questions about the case to call them at (626) 384-5615.
