A man in his 20s was located on a tree in the wash of the Los Angeles River in Encino and helped out by firefighters using a rope system.
Rescuing the man Monday proved to be a challenge because the wash had gained a lot of water because of rain, according to Margaret Stewart of the Los Angeles Fire Department.
