President Donald Trump Wednesday announced his intent to nominate judges for the U.S. 9th Circuit Court of Appeals and the Central and Southern districts of California.
Those chosen are:
— Daniel A. Bress, to serve as a judge on the 9th Circuit, which is headquartered in San Francisco and sometimes meets in Pasadena. Bress is a partner with the global law firm Kirkland & Ellis, where his practice focuses on complex trial and appellate litigation, including class actions and large government fraud cases. Bress also practices in federal and state courts across the country, and he has litigated multiple cases in the federal and state courts of California.
— Daniel P. Collins, to serve as a judge on the 9th Circuit. Collins is a partner in the Los Angeles office of Munger, Tolles & Olson, where his practice focuses on appellate litigation in the U.S. Supreme Court, 9th Circuit, and the California Supreme Court;
— Kenneth Kiyul Lee, to serve as a judge on the 9th Circuit. Lee is a partner in the Los Angeles office of Jenner & Block, where his practice focuses on appellate litigation and internal investigations, and where he serves on the firm’s Diversity & Inclusion Committee;
— Stanley Blumenfeld, to serve as judge for the Central District, based in Los Angeles. Blumenfeld is a judge on the Los Angeles Superior Court, currently assigned to the Felony Trial Court and serving as the Assistant Supervising Judge for the Northeast and Central Districts;
— Jeremy B. Rosen, to serve as judge for the Central District. Rosen is a partner in the Los Angeles office of Horvitz & Levy. His practice focuses on appellate litigation, primarily in the 9th Circuit, California Supreme Court, and California Courts of Appeals;
— Mark C. Scarsi, to serve as judge for the Central District. Scarsi is a partner in the Los Angeles office of Milbank, Tweed, Hadley & McCoy, where he serves as the chair of the firm’s Global Intellectual Property Practice and is the managing partner of the Los Angeles office; and
— Patrick J. Bumatay, to serve as a judge for the Southern District, which is based in San Diego. Bumatay is an Assistant U.S. Attorney in the U.S. Attorney’s Office for the Southern District of California, where he is a member of the Organized Crime and Drug Enforcement Task Forces Section.
