City Councilman Mitch O’Farrell proposed a $50,000 reward Wednesday for information leading to the person who fatally attacked a disabled Navy veteran who was heading home on a mobility scooter after attending a music festival.

The motion is expected to be approved by the council Tuesday.

Authorities said a man approached and punched 54-year-old Louie Rodriguez at 12:40 a.m. Sept. 21 near Hollywood Boulevard and Highland Avenue as he was riding home on his mobility scooter after attending the Sunset Strip Music Festival.

Rodriguez fell from his scooter and hit his head on the ground, and his attacker fled on foot, according to police.

“We cannot stand by and look the other way and tolerate such an obvious, terrible act of aggression and just a complete disregard for human life,” O’Farrell said.

The attacker was described as about 23 years old, 6 feet tall, lean and with gauged ears, which are ear ornaments that stretch out a person’s earlobes, detectives said.

“If there’s any witnesses, please come forward,” Rodriguez’s sister, Tina, said. “My brother did not deserve to die this way. He was full of life. He had a long life to live still.”
