The Los Angeles City Council returns from its three-week summer recess Tuesday, with an agenda including certifying Imelda Padilla’s victory in the Sixth District special election.
The council appointed Padilla — who had a lead of more than 1,700 votes over council aide Marisa Alcaraz in the runoff — as a temporary voting member on July 5 while final results of the election were being certified by the Los Angeles County Registrar-Recorder/County Clerk’s office.
Padilla took the oath of office at the time, joined by her family — saying the Sixth District is “ready to have a voting member” and “to have someone advocate on their behalf.”
A community relations manager, the 35-year-old Padilla will fill out the remainder of former Council President Nury Martinez’s term, which ends in December 2024.
Martinez resigned in October after she was caught making racist comments in a meeting that was secretly taped and posted online.
The Sixth District consists of Van Nuys, Arleta, Lake Balboa, Panorama City, Sun Valley and the eastern portions of North Hills and North Hollywood.
Tuesday’s agenda also includes consideration of a $3 million expenditure for projects in Boyle Heights, Mission Hills, Panorama City, North Hills and Southeast Los Angeles.
The projects were voted on and approved by the communities through the city’s REPAIR Zone Program, which is intended to empower nine historically marginalized communities to decide how $8.5 million should be spent on programs and services. The council will look expend the remaining $5.5 million in the near future.
Committee meetings will also resume Tuesday, with the Planning and Land Use Management Committee meeting in the afternoon.
It will consider a proposal seeking to activate the Restaurant Beverage Program in District 14, allowing a more streamlined permitting process for restaurants wanting to serve alcohol. In addition, the committee will consider a motion to establish a Coastal Development Permit that would allow al fresco dining in the city’s coastal zones.
Committee members will also hear a report regarding the status of homes that were impacted by the 2021 LAPD fireworks explosion in South Los Angeles.
Later this week, the Housing and Homelessness Committee will consider a spending plan for Measure ULA dollars. With Tuesday’s deadline for renters to repay back rent for the first 18 months of the coronavirus pandemic, the council will consider funding additional programs and services for tenant protection.
