The Port of Long Beach named longtime engineer Cesar Larios as the next head of the Harbor Department’s Construction Management Division, it was announced Friday.
The division is part of the port’s Engineering Services Bureau, which oversees the construction of projects from start to finish. Larios’ appointment became effective April 4.
He joined the port in August 2006 as a construction manager, and worked his way up to deputy chief harbor engineer in 2012, and later became manager of engineering in 2021.
Larios previously led the construction phase of the $1.5 billion Middle Harbor Terminal Redevelopment Program, which was renamed the Long Beach Container Terminal. He was responsible for managing and overseeing more than $900 million in construction contracts, and more than $100 million in construction management services contracts.
Before joining the Port of Long Beach, Larios worked for Traylor Bros. Inc, and oversaw projects in Washington, Arizona and Southern California.
Larios earned a bachelor’s degree in civil engineering from USC and an MBA from Cal State Long Beach. He is also a board-certified professional engineer in California, as well as a certified construction manager with the Construction Management Association of America.
